First off, the lift-the-piston method of checking mixture doesn't work on
Z-S carbs. It only works on the older SU's because the needles are profiled
to do that.  However this results in to high emission levels and will not
satisfy the US standards in effect since 1968.  The book calls for setting
the mixture for a CO level.  I have had no trouble using this technique.

Second, the wandering idle may be caused by a malfunctioning bypass valve. 
To test this you can remove them, cut new gaskets which have no air
passages and will disable their functioning, and reassemble and test.  The
problem is the diaghrams in these get stiff and crack and since there are
no new diaghrams in the rebuild kits, there are few options here other than
disabling the valves.
