I adjust the carb whose piston I just lifted.  I work back and forth between 
the carbs.  I have seen the other method you refer to, and I have never tried 
it, but it makes no sense to me....

my method gets the mixture just right in a short time.  If you were way out, 
you will need to re-synch the carbs.  Then re-test the mixture just to be sure.
