Yes.  Might be the point plate is binding, or (more likely IMO) the vacuum
module has developed an internal leak.  But it's only for emissions
reduction at idle, the engine will run fine otherwise except perhaps for
idling high.

Look for anything that would allow raw gas to run down the carb throat :
crud in the float valve, worn float valve, heavy float, etc.
