Hi Oliver,

This happens in almost every TR4 regardless of where it lives. Water and 
crud build up between the fender and rocker and slowly work their way our. 
You will find more rust when you get behind it. There are replacements for 
most of the pieces, but do save as much of the original structure as you 
can. You can do this type of work yourself, but if you're planning on 
repainting I would put off the repairs until then. You may be able to find a 
good body man who will let you do some of the grunt work yourself(I did). I 
would discourage you from starting any work until you find him though, it 
may cost you more in the long run if you make certain mistakes. One tip, 
when you get down to bare metal and you're trying to tell the difference 
between rust and good metal use a torch with a big flame. Hit the suspect 
area quickly and what's rust will burn, what stays is good.
