it's short on one side, longer on the other, so the clips that hold the end
caps to the element can't be the same size...or are they? Is the one I'm
missing longer than the other two?

They are the same size. What has happened is the tubes in the heater matrix
have expanded (probably due to pressure testing the core unrestrained).
Those things are built like tanks. Just smush it down and slip the clips
on.
