Epoxy primer is a base coat and does not need sanded unless it sits 2 weeks 
or so.  Then it needs sanded and a thin coat of the same material.  Epoxy 
primer is a good frame paint as it does not need a top coat.

Primer-surfacer is designed to be sanded at it fills in minor scratches and 
can be used over epoxy.
