No, I would say that's an indication they need attention.

I can't identify the numbers, but original would be either .75" or .625" ...
should be easy to tell the difference.

Not essential, no. The dust covers frequently rot & fall off, they just
help keep dirt & stuff out.
The felts are just to hold lubrication, the shoes rub on those posts every
time you apply the brakes.

Actually, those numbers would match the last revision of the 10" rear
