The sleeve does not go over the seal, it is to repair the surface of the hub
that the seal rides against.  The seal should be replaced regardless.  I
wouldn't bother with the sleeve unless you can't polish away any marks with
some crocus cloth.

Not bad at all with the engine out of the car (or even just the front apron
off).  But if you're going to do that, now is the time to inspect the timing
chain and it's tensioner.

It's not likely, you would certainly notice if they seized to the cylinder
wall the next time you tried to turn it.  It's marginally possible they
might be stuck in the piston grooves if your cylinders are badly tapered.

It certainly wouldn't hurt to pull the spark plugs out and squirt a little
oil into each cylinder, then spin it with plugs still out until it builds
oil pressure.  Probably not necessary either, tho, and it may blow some oil
mist on your freshly restored inner fender.
