In California, a car that was a stolen recovery is often given an assigned 
number/plate issued by the state and placed on the "A"  or "B" pillar of the 
car. In those instances that I'm familiar with, the car's original VIN number 
is missing or was removed. Circumstances other than stolen/recovery may lead to 
the  same procedure.
