Ian, you don't have to completely remove it, you can leave the steering
shaft attached.  The rack is held in place by two special brackets that
resemble modified U-bolts.  The nuts are accessable from under the car. 
Remove the nuts and the brackets and you can move the rack as needed for
belt replacement.

The tricky part is betting the brackets tight against the rack such that
the rack does not move back an forth which will add a dimension of steeing
free play.
