1980 tr7 water pump weep hole

after replacing the water pump cover gasket and intake manifold gasket (twice)
i've finally found the coolant leak.  there is a cut out in the block, just
below the water pump cover.  it is leaking out of there.  some kind of hole
for something.  nothing in the manual about it.  does anyone know why that
hole is there ?  is it a pressure relief hole ?  is it a by pass relief if the
seals in the water pump go bad so that the fluid does not drain down into the
block ?  what is it for ?  can i seal it ?  or would that seal it's safety
purpose ?  must i pull that nightmare of a pump out of the block ?  it looks
like it requires a special tool (according to the manual) to get it out ?
