Replace only the filter and see if the problem goes away. I
don't know for sure, but I'd think that the fuel pump is binary,
that being it either works or it does not work, and that 'only
works a little bit' isn't an option.
Besides, a filter is cheap and easy to replace. The pump is less
so.
You might shine a flashlight into the tank to see if there is a
bunch of crud floating around in there. If there is, you have a
tank removal and line to which to look forward.
