I just finished correcting the same smell problem on my TR-3.  I experienced
the smell after filling the tank.  It turned out the problem was caused by
loose clamps around the rubber connector between the tank and the filler cap.
Replaced the rubber connector and put on new clamps and the smell went away.

Yep. I've been concerned with that since I first got my car on the road.
Unless you want to run a charcoal vapor recovery canister and lines to
the carbs, there's nothing you can do about it.

It's just the way old cars were.
