My reason for doing the rebuild was to try to cure a rough idle and

to get mixture settings correct.  Could this be part of my problem?

Micky, as a test you can cut some gaskets for these valves out of flat
gasket stock that contain no holes and will effectively block off the
ports.  I did this some 12 years ago and so far the test is going well. 
;-)

This can tell you if the valves are the cause of if you have other problems
as well.  Another issue I had with my TR6 was the emissions hoses to the
canister.  Even though they looked tight, my rhymic hickup in the idle went
away when I replaced these hoses with fresh.
