Use a dremmel tool w/ a cut off disc to cut a slot in the top of the shear
bolt, then use a shorty screwdriver to hold the bolt in place and a small
socket wrench on the nut. Worked great for me. Shear not needed was part of
anti theft precaustions at the time of manufacture.

Hi, Im about ready to light the torch! I'm removing the steering column
to replace the bushes in my 76 TR6 and have gotten to where the tell me
to use a chisel to unscrew the shear bolts holding the ignition lock.
I cant believe it's possible through the speedo opening. Anybody have a
better way. Do I really need to use shear bolts when I put it back
