I'll agree the seal is non-essential. I believe it's mostly a backup to the
diaphragm, so that when (not if) the diaphragm starts to leak, the fuel runs
mostly out the weep hole rather than into the crankcase. Not sure, but it
might also have originally kept oil fumes away from the diaphragm (but
modern diaphragms are sterner stuff, likely not affected by oil fumes).
