Check your fuses again.  More specifically, check your fuse holder.  Check
for voltage on the green wires with a volt meter.  These fuse holders,
being under the hood, tend to corrode and the electrical contact between
the fuse and the fuse clip is not as it should be.  This may be the cause
of your problem (it has caused me problems).  Sometimes the only fix is a
new fuse holder.
