Roger, that was assuming the ballast resistor was present. Without it, you
should read full battery voltage at the positive terminal, regardless of
point position.

Most likely your voltmeter also reads quite a bit high, battery voltage
shouldn't be more than 14v (more likely around 12.6v) with the engine off.
Unless of course you've got a charger of some sort connected to it (and even
then, 16v is too high).
