Scott, this is unfortunately all too common. However, unless specifically
stated otherwise, they have a legal obligation to "make you whole", which
means they have to pay enough to replace the car with one in equivalent
condition. Of course, that amount is open to debate, ultimately in court if
necessary, but that's what they're supposed to pay. So, when the adjuster
says "Your car was only worth $1000", you respond "No, here in NADA it says
$16000", and you hopefully meet somewhere in the middle. An independent
appraisal is a good thing to have ...
