You can seal up whatever you like, but the fact it that your TR4 fuel tank
is deliberately not sealed.  There is a tube which is connected to the top
of the tank and comes out under the car.

Most cars of the era have vent holes in the gas cap. Triumph elected to move
the vent outlet to the bottom of the car.  Either way, fuel will vent into
your shop.  My car seems to settle down after a bit and not stink up the
shop all winter.

I never noticed much smell around the Lotus, and it has two vented gas caps,
one on each tank.
