That is a drilling for the oil feed for the rocker assy.  More modern
manufacturers would plug this hole with a lead (or aluminium) plug but S-T
tapped it and inserted a short bolt with a copper washer.  This makes
possible the top end oiler kits the vendors sell which will dump way more
oil than you really need into the rocker assembly where it will run down
your valve guides and increase oil consumption.  But then, that's just my
opinion.
