TR4 pedal assembly - disassembly

I have the clutch and brake pedal assembly out of my TR4 and trying to take 
it apart for painting. It doesn't want to come apart. Before I can remove the 
pedal arms, I have to remove the pivot shaft. But in order to do that, I have 
to remove the two support brackets that slide over the top. This is my 
problem, they don't want to come off. I tried prying them off with a screw 
driver, hammering them off but they won't budge. I don't want to apply too 
much force because I am afraid I will damage it. Do they come off and if so, 
any suggestions as to how?
