Because of the bolt eyelet at one end and the release mechanism at the
other, I'm not sure how to get new plastic, or tubing, over the cable.

Heat shrink is out of the question for the reasons you sited. But perhaps
you can find some black nylon tubing of the right diameter and slit it down
one side and slip it over the cable where it will spring shut.
If you can get this to work out write back.
