No, it is not the way to win.  It is the way to LEARN to autocross.  There
are two general reasons for hitting a cone.  Either you are out of control,
or you are in control and have misjudged your line.  When you hit a cone,
you decide which of these errors you made and adjust your mental matrix
accordingly.  Since autocrosses are short and infrequent, the person who can
maintain this mental matrix the best will be successful.  When I was at the
Solo2 Nationals, the abilities of top drivers to do this was amazing.

Now, you may not want to do this at Nationals, but sometimes it is needed.
I was with a top driver who made a needed change to the car after first run.
This change reduced understeer, but slowed transient response.  He charged
right into the second run and hit a cone on the first transitional element.
He filed this into his mental matrix, left the setup the same, and ripped of
a third run that put him near the front of a class of 42 entrants.  Serious
display of mental ability.

With the legal climate in this country, it is getting more and more
difficult to get sites.  It helps if all autocrossers everywhere get used to
refraining from the use of the "R" word.
