Most regular primer can be removed with lacquer thinner. But as they say, test in a hidden area first. Is your epoxy paint a top coat (shiny) or is it epoxy primer ( flat )? If it is epoxy primer I'd probably scuff the surface then spray a thin coat cover the primer.
