3 point belts on a tr4

Could they be mounted on the lower vertical face of the rear "seat" bench?

The instructions read that the reel needs to be installed so that it is
vertical.  The alternative would be to put it on the inside flat surface of
the wheel arch instead of the front.  The reinforcement is installed along
with the belt, it is not something already in place.
