TR6 Tach Cable Lubrication/Soft Top Webbing

Hello,

I have two TR6 questions today.

1. I attempted to lubricate my tachometer cable today. The inner cable seems
to be fastened at both ends and does not pull out as the speedometer cable
does. Is this normal? My shop manual says not. How do you lube the cable? I
disconnected both ends and sprayed silicone down the higher end. Hope this
wasn't a mistake.

2. The two webs running along the soft top have turned almost to dust. I
can't figure out what they're supposed to do. Can anybody explain? Is it
worth it to replace them? The top seems to be functioning properly.
