  The answer is likely either, or neither.

  A friend recently had a coil failure on his modern
car, and the coil did have slightly larger resistance
than spec. That was a good enough sign for him to
acquire a spare coil to test, and the problem was
fixed.

  However, many coil failures are intermittent, so
looking with an ohm meter might not give any conclusive
answers.

  If the resistance is infinite or zero or really out
of spec, that's a conclusive failure. If the resistance
seems normal, just swap it out for another and see if
it fixes the problem.

  Most junk collections include a pile of random
unknown coils, I know mine does. Now those coils are
often likely to be marginal themselves, but if you
swap a questionable coil for another questionable
coil and your problem goes away, well that is your
answer.
