Maybe it is a matter of cross sectional differences of the same size tyre
from different manufacturers?
What brand and designation is your spare that will not fit?
I have a Michlen 165-15 that fits (barely) mounted on a 48 spoke rim.
Underinflated works only if you carry a functional tyre pump.
