Did you refurbush the rocker arms in the head and use a new rocker shaft. The end of the rokerarms can become very indented or "peened" into a concave hole where the tip of the valve rides. This makes it very difficult if not impossible to set the gap with a flat feeler gauge. A machine shop can "dress" up the surfaces or you buy new ones. I had mine redone and ajusting the valves now is a short "piece-of-cake" job... and proper valve tappet noise.
