A guide knurling tool is as you suspect a non cutting metal displacing tool.  
After it is run through the guide, a properly sized ball broach in pounded 
through to give the proper clearance.  The knurling tool has a pretty long 
pilot to prevent a angled start so making a homemade one is chancy.

This method of guide "repair" is short term at best.  Yes the guide will have 
the feel 
of proper clearance, but the contact area from stem to guide is 25% of a good 
guide.  

Since you want to get the car running while the spares are being rebuilt, the 
best course of action might be to use the head from the spare engine then 
rebuild the current head.
