I agree with Randall on this... the other factor is that the larger
diameter original steering wheel helps in the equation. If you have a
smaller wheel, it will require more force to turn.
I'd spend the $200 + to get the original steering box rebuilt if that is
what is needed.
Power steering would not be an option.

Subject: Re: TR3 Steering Question
It is possible to convert a TR3 to rack and pinion steering, but a TR4
unit cannot be used without modification (it's too wide). I believe
Racetorations in the UK offers a kit which includes a suitable R&P unit
:
http://www.racetorations.co.uk
Revington TR also offers one (also in the UK) :
http://www.revingtontr.com/
(no financial interest, etc.)
Note that the turn signal head will no longer function, and typically
the entire steering column and steering wheel has to be replaced.
I'll add that, in my opinion, when properly setup and in good condition,
the original cam and peg steering doesn't require much more effort than
R&P. Although I'm able to drive with both hands, I normally only use
one unless I'm doing a high speed corner or manuevering in a parking
place.
