Gary,
What kind of coil is installed? It sounds like a ballast resister for a 6V
coil. I'm over my head on direct knowledge here... but I think they are used
to get more spark at idle. A good replacement is the Lucas Sport Coil which
is 12V and needs no ballast resister.
