Jim, the 69 and 70 were the only models with both advance and retard.  The
advance was abandoned in 1971 (the module was still there but not connected
which makes it a rather simple matter retrofit - especially if you retrofit
later carbs with the EGR port).

The function of the retard is to stabilize the idle speed.  It will act to
advance spark timing as manifold vacuum drops (idle speed drops).  It
probably helps to pass emissions if the idle speed is more stable.  The
vacuum advance improves economy.  It only advances the spark timing when
there is vacuum (part throttle) and there is no vacuum at full throttle so
it has no effect on full throttle performance. For this reason most racing
distributors do not include a vacuum advance.  The car will run fine
without it but better fuel economy results from the use of it.
