Graham,

Ionized water (water with the right kind of impurities) does conduct
electricity. However, the current levels would not be high enough to
discharge a battery in a couple of hours.  If the current was that high the
heat generated would drive off the water and the process would stop.  The
strap barely gets warm with starter current, it ceertainly won't get warm
with this level of leakage current.
