Whoa! This could be a whole lot of stuff.
Broken, or disconnected vacuum advance.
Lack of fuel-clogged line, plugged filters.
Slipped timing chain/ gears.
Mechanical-the carb or linkage is binding. I once had my Tiger do this-the
throttle linkage at the gas pedal had worn, "D" shaped instead of round.
This allowed it to slip, preventing full application of the throtle cable.
