Hi Cliff, Can't offer any real opinion on the necessity of the piece, but it's definitely there on my 4. I have the passengers side floor out now and will tackle the drivers side when that's done. If I was you I'd fabricate a new piece and put it in. How much extra time could it take? In the grand scheme you'd probably regret not putting it there even if nobody ever noticed and it didn't make any difference in strength.
