The 4-pipe into one collector arrangement is primarily for very high
continuous engine speeds. If you're running the engine constantly in the
5500-7000 rpm range, that's the type of manifold to use, presuming the
pipe lengths are tuned to the rpm range required. 

The one with the collector before the bend is certainly easier and
cheaper to make, but from the sound of it, the lengths of the pipes
would likely be a bit too short for a TR4 engine running in the rpm
range mentioned above.

For all-round driving, the 4-2-1 header, with branches of the proper
length, would provide a little more average power across the rpm range
than the 4-1.
