What kind of strombergs? It may be your air by pass valves sticking
causing the rpms to stay up. Like you said though double check your
springs by disconnecting the throttle linkage at the closest to the carbs
and play with them to see if the springs return them quickly with some
force. If not, the linkage may be becoming to heavy for the springs to
handle.
