Don't know about doing this with an electric pump, but what you describe is
available in pneumatic form. There is a device called an Accusump that is
used by quite a few racers that "pre-oils" your engine before starting. It
hooks inline with your oil cooler, and can be activated with either a manual
valve or electric solenoid. It works by storing a small reservoir (~2
quarts) of oil in a cylinder which has a diaphragm between the oil and some
air. When your oil system is pressurized the oil compresses the air on the
other side of the diaphragm. You close the valve before shutting down your
engine, and open it just before starting giving you instant oil pressure and
oiling to your bearing surfaces. This thing works. Racers don't waste weight
or money on stuff that doesn't. Check it out before you try to home brew an
electric solution, I think they cost ~$250 USD and should be available from
any race parts supplier.

does anyone out there use an electric oil pump to prime the oil system
before starting?
I just had this thought about a pump, bypass and one-way valve (NRV) in the
oil cooler line.
Thus:
NRV then the bypass loop (with a pressure relief valve) and the pump sited
therein. As the pump is switched on, it primes the system, against the NRV.
Once oil pressure is registered, switch pump off and start engine. Higher
engine-driven oil pressure opens pressure relief valve and bypasses the
electric pump.
Apologies for the garbled description - I know what I'm trying to
describe!!! <g>
