IMO the answer is no, they won't be the same, but depending on the
application, the bolt torque might be "good enough".

There will always be some additional friction between the bolt and the
hole, how much depends on a lot of things, including how much the hole
distorts under load.

I don't see any practical way to measure this accurately, you would need
to have both the bolt and nut turning (relative to the hole) at the same
time and at the same rate, and measure the torques simultaneously.  I
guess with 3 people ...
But, the result would only be valid for that bolt in that hole.
