this seal, and what can I use to re-form it? Will a gasket sealant do,

They are just soft rubber seals but after 25 odd yeas they will stick
pretty good to both the cover and the floorboards and you run a good chance
of tearing them. So go slowly and carefully when doing this. Re-assembly
is just aligning everything up and setting all the bolts. There is no
gasket sealer.
