I was just reading that section of the Bentley last Saturday, it says to
use a special tool to put pressure outwards on the rack clamps and at the
same time use your fingers to put pressure the opposite direction on the
plate that goes under the frame, while tightening the U-bolts. I don't
know how necessary the tool is, but it appears that they want more pressure
on the clamp than you could make with your fingers. Presumably, a lack of
pressure will result in unwanted slop in the steering. You could probably
manage something creative with C-clamps, pry bars, etc.
