i've seen this too,

when i worked for adeliaide university, i had to take one of the cars back
to the dealer for a brake recall.  I was with one of the honours students,
and as it would have taken us longer to go back and then return for the car,
than it took to do the job, we hung around and saw the sights.
the dealer was located at a sizeable shopping centre with a large car park.
when we walked around the back, we saw a couple of mechanics pour an entire
60litre drum of collected fluids down the storm water in the car park.
still having time to kill we followed the storm water to where it entered a
small creek.  what a mess, sticky black and red froth and slick everywhere.
we looked up a map and found that this creek empties into one of adelaides
reservoirs for house hold water

how's that for responsible business practices.
