was rebuilt by PO, carbs rebuilt, dwell at 42 and timing at 4 degrees
after. I can get it to run pretty good with no air filters on. As soon
as I put the filters on (have tried 3 different types), the engine
spits, sputters, no acceleration, and will barely get over 3000 rpm.
Without the air filters, it's up to 4500 easily. I know about the small
intake holes, they aren't blocked by the filters. the idle is smooth,
and all seems fine when revving in the garage, but once under a
load...it's terrible.

Any ideas? I'm wondering about the needles, it seems I have to turn the
mixture screws (jets) in quite a bit from the 3 turn starting point. All
vacuum lines and connections have been replaced.

Jim, 

The air filters should require no modifications to the carb settings.  If
it is indeed the air filters then they need to be replaced.

To try to narrwo it down try assembling the air filter housings without the
filters and see if the problem is still ther.  If it is then the filters
themselves are not the problem but the filter housings, etc.  If the
problem is not there get new filters.
