My TR6 with Isky Z-19 cam regularly passes Illinois emissions, and I have
the Stromberg carbs on the car. My car idles fine (although it needs to be
set higher than it was set with the stock cam). The standards to pass the
test may be different in Illinois vs California, but I have seen many TR's
pass here with modified engines, including some with Webers. I don't think
your problem is the cam.
In my experience, when my unburned hydrocarbons were too high, the mixture
was either too rich or too lean. A too lean mixture prevents full burning of
the fuel charge, and the unburned hydrocarbons shoot way up.
I have been running the Z-19 cam and the Strombergs since 1985. You should
be able to make it work.
