Wiring Harness Ground

I'm coming along real good on my TR6.  I got the horns in last night and I
see a connector between the horn leads that doesn't go anywhere.  I looked
at the schematic and see it's supposed to be a harness ground.  I can't find
anywhere to connect it.  It has a spade connector on it that's supposed to
slide over a tab.  Looking at the lip in front of the radiator, it appears
as though the tab has been broke off.  I plan on drilling a hole and bolting
the leads to the lip to get my ground.  Is this correct?

Also, how many separate wires are supposed to go to each horn, 1 or 2?  I
only have 1 lead to each horn, but looking at the schematic it seems there
should be 2.
