I have done this by using a round nose chisel to collapse the steel ring
into a smaller diameter. The chisel is placed up aginst the edge of the
steel ring and lightly tapped so that the ring is bent away from the wall of
its housing. Once you have relieved the interference fit, the ring will
pull out. Be VERY careful with the chisel, and use a small one. Its
important to use a round nose chisel, with the round part against the wall
of the housing, because the bevel on the end of the chisel will cause the
ring to collapse, while the round nose will tend to not bite into the oil
seal housing wall.
