        Alan,

        The last TR4A was produced on 7/11/67. Many were titled as '68
models
 because there were thousands of them still unsold on dealer lots in 1968
in the USA.
The original Federal Clean Air Act began to take effect with cars produced
after 
1/1/68, though some states had other significant regulations in place as
early as 1966.

        In the last few years, the EPA has been leaning on states whose air
quality
falls below a certain standard to initiate testing of all post-Clean Air
Act cars. I have no
idea what the rules are in Arizona, but it seems that there might be a
chance that your
car is only being subjected to inspection because it is titled as a '68. I
suggest you
research Arizona's rules a bit (my apologies if you have already done this)
and get a
BMHIT certificate for the car showing a '65-67 production date (see
www.vtr.org).

        Having said that, the emissions standards in Virginia for '68-70
model
year cars are so lax that any well-tuned car should pass them. You might
still want
to check your carbs and ignition system, since the car will probably run
better and
use less gas.
