Here's another data point:

I just got off of the phone with Harbor Freight Tools.  I ordered something
that cost
$14.99.  The total for the order was $21.89 - $14.99 for the tool, $3.95
handling
charge, and $2.95 shipping charge.  A "coupon" on the back of the catalog
for
free shipping got the $2.95 waived, but not the $3.95!  (On top of that, it
was back-
ordered!)

It's not just TRF,
